Step 1) You have the problem and didn't even know you had it.
Step 2) You have the problem and you recognize it far enough in advance to do something about it to mitigate the damage, before it attacks you.
Step 3) You have the problem. And you recognize it well enough in advance to do something about it.
Step 4) You have the problem and you recognize it enough in advance to move through the issue with a certain grace.
Step 5) You handle the issue with a certain dignity.
Step 6) You handle it with a certain aplomb.
(Aplomb definition from dictionary: self-confidence or assurance, especially when in a demanding situation)
Step 7) You handle it as though it not even there.

Patrick talks about the precinct captains have a right to REQUIRE a HAND COUNT. After the ballots have ran through the machines (before the precinct captains sign a certification for the results). If they don't match don't sign to certify the results.
