The EBS test alerts are a way for the feds to track everybody's cell phone without requiring a warrant or serving a subpoena to cell phone companies.
Without any probable cause, warrant, or subpoena, they pinged everybody's devices and received a ping back from everyone.

Patrick talks about the precinct captains have a right to REQUIRE a HAND COUNT. After the ballots have ran through the machines (before the precinct captains sign a certification for the results). If they don't match don't sign to certify the results.
